Greater Noida: The Yamuna Expressway Industrial Development Authority (Yeida) on Tuesday rejected the latest layout plan submitted by Bayview Bhutani Film City Private Limited, a consortium led by filmmaker Boney Kapoor and the Bhutani Group, for the proposed 230-acre Film City project in Sector 21 along the Expressway.
Yeida cited multiple violations in the submitted plan, including the absence of a fire no-objection certificate (NOC), lack of a structural safety certificate, and unauthorized commercial development on land designated for green spaces. The authority has issued a formal notice to the consortium, asking for a revised layout that complies with the approved land use policies.
According to Yeida officials, the submitted layout proposes film studios, accommodations, and commercial infrastructure on land originally designated for parks, playgrounds, and open recreational spaces. “This violates the master plan’s green zone regulations,” said Arun Vir Singh, CEO of Yeida.
The layout also includes warehouses, hotels, and staff housing within areas designated for industrial use, a clear breach of zoning guidelines. Yeida officials stressed that only the layout for the film institute and studios will be considered for Phase I approval, while no permission will be granted for commercial elements like malls or resorts until at least 15% of the core film infrastructure is completed.
Per the approved land use plan, 155 acres are allocated for industrial purposes and 75 acres for commercial development. Out of the industrial zone, 21 acres are reserved for the film institute and the remaining 134 acres for film-related facilities.
The authority’s primary concerns revolve around the unauthorized shift of green and industrial zones to commercial usage, and the lack of compliance with basic safety documentation.
Despite repeated attempts, Ashish Bhutani, CEO of Bhutani Infrastructure, was unavailable for comment.
